There's a crime epidemic here, and the cause seems to largely
lie in the lack of any punishment for teens, and the fact
that what's considered grand theft in the rest of the
country is but a misdemeanor here.
The woman who lives across the street and three houses to our west had her truck stolen. The fact that it was only a misdemeanor, and that it was likely teens who did it, meant that the San Carlos police didn't even bother to investigate. The fact that the truck was found about 10 miles away burned to a crisp served as further reinforcement that any clues would have gone up in flames. A doctor couple went on vacation, and returned to find all their electronic gear missing. Their back yard fence is also one of the compound boundaries. The perps simply cut through the chain-link and were in the back yard. Then they used a large screwdriver to pry a window open, and voila! Easy access to some nice electronics that will likely bring a couple hundred. Even if the delinquents get caught, nothing can or will be done. There's no confinement facility for minors here... so any lesser punishment is greeted with derision, because they know that ultimately, a slap on the wrist is the worst they can expect. We've heard stories of kids being arrested and cuffed, and then driven down the road a mile or so to be released. The adult jail here is a completely different story though! Cells are filthy, and inmates must provide their own clothes, hygiene products, etc. The jail on the rez is on a par with prisons you might find in Mexico or the far east. So, in addition to the fact that we're behind a 6' compound fence and 5' chain-link fences around the back yards, we now also have 4' chain-link fences with rolling gates around our front yards. The initial reasoning given was to keep the cows out of our yards, but they're also reinstalling the cattle guard at the main entrance and putting a gate across the secondary entrance to the hospital, so the cows will be kept off our yards regardless of the individual fencing. I suspect the additional fencing is to make the houses seem less accessible to the teens, as well as to bolster the compound residents' feeling of security. I seriously doubt either objective has been reached, though it certainly does make us feel more penned-in. |
